We at G.M.R. would like to apologize  for the recent and long maintenance that was undergoing with the PBA 109 website. With several web pages, files, and links either broken or missing, it took longer than expected to recover everything and bring it back up. But rest assured, the website is back online and will remain up.

In recent news, CONGRATULATIONS to the newly elected PBA 109 Executive Board. Check out the new leadership under Executive Members.

Also, for anyone interested in becoming a corrections officer, fill out the NJ Civil Service Test for the 2010 Correction Officer Application. You can find this application by clicking here. THE DEADLINE IS AUGUST 31, 2010. MAKE SURE YOU HAVE THE POST OFFICE POSTMARK THE ENVELOPE!!!!

Legislatures Passes 2.9% Cap / Governor to call Special Session

The Legislature sent a bill to Governor Christie on June 29th that would lower the existing 4% property tax cap to 2.9% and that has set the stage for considerable debate over the tax cap and the Governor's "tool kit" this summer. The Governor will either veto the bill or recommend changes to it that mirror his property tax cap constitutional amendment. As a result of the bill passage, Governor Christie has called the Legislature into session for July 1 at 10am to try to force the consideration of his proposals on the cap, civil service reform, binding arbitration changes and numerous other subjects. The Legislature, especially the Assembly, have indicated that they will move deliberately in analyzing the Governor's proposals and at this time it is uncertain if the Special Session will result in any immediate action.

For your information, the State PBA expressed concern in testimony before the Senate and Assembly Budget Committees with tax caps that do not have a public safety exception. Neither the existing cap nor the Governor's 2.5% hard cap have any exceptions to prevent significant cuts to police departments. The State PBA will be an active participant in any Special Session or Legislative Committee this summer on the cap or the proposed changes to public employee rights and benefits.

PBA 109 would like to apologize for the sudden change of the date for the general meeting due to the pasting of Sergeant Raines and Sergeant Macha. May their memories be with us forever.

We would also like to announce that our very own Treasurer, Alexander Rosario III, recently submitted an article to NJ Corrections Now magazine about his activities and a detailed account of the S.O.G. team he is a part of. Great article Alex!

Pension and Benefit Reform Bills Introduced In State Senate

Senate Committee passes pension and benefits bills; amendments mandate 1.5% contribution to medical to apply to all employees

As expected, the Senate State Government Committee today passed legislation to dramatically change the structure of pensions for future employees and future retirees. Senate Bill 2 (pensions), Senate Bill 3 (health benefits), Senate Bill 4 (supplemental compensation) and SCR-1 (Constitutional amendment requiring future pension contributions) were each unanimously released from Committee. State PBA President Wieners testified before the Committee to express the opposition of the State PBA to the bills and to offer constructive amendments to achieve real reforms.

Unfortunately, in a surprise move, Senate Bill 3 was amended to require the 1.5% contribution to medical benefits to apply to all employees. The bill as introduced would have applied only to participants in the SHBP. The revised bill now covers all employees no matter their insurance coverage. The State PBA has argued that this is a violation of collective bargaining rights and it reveres years of agreements between the PBA and various employers. SCR-1 was amended to mandate that local governments would be constitutionally required to make full pension payments within seven years. The Constitutional amendment would require a positive vote by the people of New Jersey.

The Senate has planned a final vote on the bills for Monday, February 22, 2010. However, the Assembly has scheduled no action on the bills in the foreseeable future. We are continuing our effort to discuss the flaws in the bills with Senate and Assembly members and will keep you advised.
